We changed over to Teams and now do not hear a sound or any alert of new chat messages. All sound works on our other programs, the sound does not work when signed into the web based Teams and we do not have the option for "focus assist" on our computers. I guess you have checked the notification settings, click on your profile picture in Teams and select Settings and then in the Notifications section the settings for Messages should be set to Banner.
You can also check so that quiet hours are not enabled in Windows, this is set in Focus Assist in Windows You could also see if you have the same problem at another computer. Is there any difference if you have Teams window open or minimized?
I read in another thread about users that didn't get notifications when Teams were minimized. I am part of a medical organization that uses Teams across many disciplines. We have verified all settings, uninstalled and reinstalled.
We have also tried several other things that we knew to have affected it in the past skype running in background. Just want to point out, that as an end user, we're put in a difficult situation. We don't have direct access to Microsoft support, and getting a ticket submitted usually requires navigating through Tier 1 and Tier 2 support from our organizations, wasting a lot of time, and not guaranteeing that a trouble ticket will be submitted to Microsoft.

As a person who is a first point of escalation for my company, it is frustrating to not know when people are trying to contact me. I can retrain myself to look at the system icon tray but that is rather inconvenient when everything was working perfectly fine last week.
I have done what you did to remedy the problem but it has not worked. The only thing is the icon shows up red instead of the usual green tick if I have something to look at or if I receive a chat etc. I did, yes. Unfortunately it wasn't something I had to do. My profile at my office was on a different domain and our IT Manager had to put me back on it and once that happened, it worked as advertised.

For now, I start a meeting in a channel and adjust my settings. It's not elegant, but it works. I plug my Surface into various different audio devices. So I often have to change them when in a Teams call. I also hope MS develop Teams to switch to an audio device if it's plugged in, in the same way Skype does. Here we are in the middle of August and we still don't have this most basic of abilities.
I can't understand why Microsoft hasn't already added this. Should have Default Audio Settings at the application layer to configure this. Teams uses your default conferencing device, if you go to your audio. It only becomes complex when you are connecting and disconnecting devices, but if you choose a default it will stay there.
This is also useful for first time users so they have properly setup their audio and video device before entering a Teams meeting. As said before you can start a meet now and also check your settings from the cogwheel up to the right! The video is tested by seeing oneself on screen, but there is no equivalent audio feedback. We spend the first minutes of most Microsoft Teams meetings with "we can't hear you at all" or "your microphone must be off" or "we can barely hear you can you turn up your volume" or "we can hear you but it's fuzzy" or "your sound is distorted".
We waste a lot of time while some member s try switching to headset and back to laptop speakers, or toggling mute, or extending the opened volume control to try changing mixer settings. Why is there no "echo" server we can connect to, speak to, and hear ourselves back? Rocket science??? I agree that this is a feature needed, I would like a option to test you audio when joining the meeting. That feature never came to SfB Online so let's hope they create it for Teams.
There is a uservoice for this feature and currently Microsoft have it listed as "On the Backlog" so if you want this feature go in and vote for it and tell your friends and colleagues. For a meeting where all participants dial in and join a meeting, entry and exit notifications are enabled by default as the participant roster isn't available to any participant. When a meeting has started with only participants calling in, the entry and exit notifications will be turned on, but when a participant joins using a Skype for Business app, the notifications will be turned off. When turned off, the notifications can be enabled back using Skype Meeting Options in the Skype for Business app.
